Ah, interesting! When the Saudis want to, it appears that suddenly they can regulate/investigate their charitable sector. In other words, when its food aid for their own population they’ll tighten the screws to ensure compliance.
But when it comes to Saudi charities transferring money overseas to fund radical mosques, they assert their unfettered right to give zakat with minimal oversight. They claim that their central bank, SAMA, is approving those transfers, but they never really give us any proof or documentation.
